Let's go the first step of this topic, log in to your Google account. You can click to here for go to direct Google account.
Then go to www.blogger.com home page, where you can see your all blog list. Now select your blog. Which change comment settings. 

Now go to your blog dashboard Click to Settings menu.. Again click to Posts and comments menu. Find Comment Moderation  Now Select Always (Always means all time, all user comments waiting for an admin approval, without Admin comments.)

Done now all comments of your blog are waiting for an admin approval. You can change any time it.

Additionally, if you choose the option Sometimes then you can choose how many days after post comments will be admin approval.
Or if you select Never, that means all comments will be auto published on your blog, and you don't admin approval any user comment. 

Again listen if you select Always for all comments are admin approval, There is no worry for it you can change any time.
